which passed recently. The new law orders the secretary of state to
develop and implement a statewide electronic filing system to allow
records and documents required to be filed in the office of the secretary
of state by the public; to establish a central data base for all
records and documents filed electronically with the secretary of state;
to provide security and protection of all information in the
system and monitor the data base to ensure that unauthorized entry is not
allowed; to prescribe a procedure for certification of the electronic
filings by the secretary of state; and to Prescribe a key encryption
[sic!] or other identification procedure for any person wishing to file
records or other documents ("as used in this section 'key encryption'
means a method of verifying the authenticity and authorship of
electronic communication through the use of algorithms or other codes.")
