A draft proposal to outlaw some forms of encryption, require licenses to use crypto, and escrow all crypto keys with the govt., in the Netherlands. The proposal also outrageously aims to extend Holland's jurisdiction to include those outside the country who "import" crypto via electronic means, such as mailing crypto software to people in Holland.
