- Testimony of James Cullen (President, Bell
Atlantic) on S1822 (3/2/94). Cullen's testimony is amazingly vague,
with few specific references to the bill itself or to policy issues, but
rather to undescribed "agreements" between Bell Atlantic and publishers
associations. He argues that the requirement in the bill that
telecommunications companies cannot offer any gateway services to less
than 100% of its subscribers places an undue economic burden on firms and
will slow development.
