The article also discusses weaknesses and policy bloackages holding back ISDN development.

No. 1 FCC No. 94-356 (rel. 1/11/95)' order, in which FCC decided ISDN should be tarrifed on a per-channel rather than per-line basis - a move that severly threatens wide implementation and use of ISDN.
