The owners of those vehicles are then mailed survey forms. As Prof. Agre notes, "This practice raises serious civil liberties concerns."

A bill, "To amend title 18, United States Code, to prohibit any State motor vehicle department from disclosing certain personal information about a person doing business with such department." Driver's Privacy Protection Act of 1993, sponsored by Sen. Boxer. Died in the Senate Committee on Governmental Affairs.
