Explanation of the main proposals under consideration at the Inter-Sessional Intergovernmental Meetings (IIM) on a Development Agenda for WIPO:

This is not an exhaustive list of Member States' positions. It reflects public statements made by some of the Member States during the IIMs. Member States' positions are sometimes unclear due to the diplomatic language of the interventions. This table reflects a best faith endeavor to categorize positions based on interpretation of those public statements. All inaccuracies are unintentional and regretted. a) Change Forum: Proposal to reinvigorate the Permanent Committee on Cooperation for Development Related to Intellectual Property (PCIPD) and transfer discussion on a WIPO development agenda to this forum (UK - IIM/1/5 and IIM/2/3).

b) Review WIPO mandate and governance: This category includes the proposal to amend the WIPO Convention to include explicit language on the development dimension (FOD - WO/GA/31/11 and IIM/1/4), the proposal to establish an independent WIPO Evaluation and Research Office (WERO) (FOD- IIM/1/4), the proposal for the consideration of measures to ensure wider participation of civil society and public interest groups (FOD - WO/GA/31/11 and IIM/1/4), and the proposal to establish a WIPO Standing Committee on Intellectual Property and Technology Transfer (FOD- WO/GA/31/11).

c) Pro-development approach in WIPO norm-setting: This category includes the proposal to formulate and adopt principles and guidelines for norm-setting activities (FOD - IIM/1/4), the proposal to undertake independent, evidence-based "Development Impact Assessments" (DIAs) with respect to norm-setting activities (FOD - IIM/1/4), and the proposal to hold public hearings prior to the initiation of any norm-setting activities (FOD - IIM/1/4).

d) Pro-development approach in WIPO technical assistance: This category includes the proposal to formulate and adopt principles and guidelines for the development and implementation of technical assistance (FOD - WO/GA/31/11 and IIM/1/4), the proposal to commence exploratory work on defining and separating the WIPO Secretariat's technical assistance functions from norm-setting related functions (FOD - IIM/1/4), the proposal to formulate and adopt a code of ethics for technical assistance staff and consultants (FOD - IIM/1/4), the proposal for developing indicators and benchmarks for the evaluation of WIPO technical assistance (FOD - IIM/1/4), and the proposal to improve information sharing on technical assistance including the establishment of databases and a webpage (FOD - IIM/1/4; UK - IIM/1/5).

e) Promote transfer of technology and access to knowledge: This category includes the proposal to elaborate on the content of a treaty guaranteeing access to knowledge and technology (FOD - WO/GA/31/11).
