CTR Rules and Regulations Reguarding the Use of Computing Facilities A The Center for Telecommunications Research computer facilities are an educational and research facility for faculty, research staff, and students. Usage of the facility is allowed upon filling out a New User Request form. B A current publicly readable and accessible .plan file describing what a user does and how to get in touch with the user is required. C Reading the system notes is highly recommended and you are responsible for everything posted there. D Illegal Usage: Each user is responsible for insuring that his/her use of the computing facility does not interfere with other users or with proper function of the system. The System Managers may take any of the actions listed below against violators of the precept. This list is not inclusive. Termination of a program or on-line session: an irresponsible user at a terminal may be logged off. Similarly, a harmful job running on any system may be cancelled. Invalidation of an ID: Your system ID may be invalidated. Serious incidents may be referred directly to the appropriate academic or outside authorities. Unauthorized use of CTR facilities is a criminal offense. Listed below are some examples of activities which are harmful to other users and are not allowed. This list is illustrative and not inclusive. Unauthorized use of IDs; unauthorized access to another person's files or mail; using or changing another person's password without authorization. Possession in a file, or use of programs capable of fraudulently simulating system responses; modification of systems control information; attempts to modify or crash the system. Frivolous, disturbing, or otherwise inconsiderate conduct in the terminal areas, as well as the use of terminals for sending nuisance messages, wasteful use of the facilities for making signs, posters, calendars, resumes, etc., on the printers. No game playing is allowed during peak hours or on machines performing background simulations. Rebooting the system. Please ask a System Manager for assistance. Excessive use of a terminal, or excessive "idle" time on a terminal, especially non-attended terminals. Unauthorized "logging in" on a data server or otherwise restricted system. E System Security: CTR makes every effort to ensure the integrity of its various systems. All computer systems available to users offer some form of dataset protection which can be modified by an authorized user as needed. However, none of the systems offer absolute dataset security. Thus, users should never place sensitive information on any computer, especially a networked one. The CTR cannot, under any circumstances, be held liable for the consequences of such actions. In addition, means are provided for users to make their own backup tapes. F CTR reserves the right to hold, cancel, or restart a job or program to improve system performance. The CTR also reserves the right to sign off any user-if possible, with proper notification-if CTR policy is being violated, or if it is believed that the programs being run are adversely affecting the performance of a system. G Statement of Liability: CTR cannot be held liable for any losses at any time, past, present, or future, including lost revenues, or for any claims or demands against the user by any oth- er party. In no event can the CTR be held liable for consequential damages even if the CTR has been advised of the possibility of such damages. The CTR cannot be held responsible for any damages due to the loss of output, loss of data, time delay, system performance, software performance, incorrect advice from a Systems Manager, or any other damages arising from the use of CTR's computer facilities. The CTR will attempt to correct conditions as quickly as possible. H Pursuant to the Electronic and Communications Privacy Act of 1989,Title 18, United States Code, Sections 2510 and following, notice is hereby given that there are no facilities provided by this system for sending or receiving confidential messages. The System Administrator and assigns may read all protected messages and files of any user. However, the Center for Telecommunications Research systems personnel will make every effort in the normal course of duties to respect and enforce the protections a user has placed on a file. Observant users will quickly see that this is very similar to CUCCA regulations.
