The policy is from http://www.cec.wustl.edu/cec/description/charter.html It was retrieved with Mosaic.] ======================= CEC Charter and Policy - February 1994 Charter CEC provides educational computer services to the School of Engineering and Applied Sciences at Washington University. CEC services are available to all undergraduate, graduate, faculty, and staff of SEAS, as well as non-SEAS students taking SEAS courses. CEC services are available for educational computing only. Educational computing includes course-related computing and non-course related computing that promotes engineering-related education. Educational computing does not include: (a) computing related to commercial activities; (b) computing related to non-SEAS activities; and (c) computing related to funded research programs. Services Access to CEC services are granted to any person who opens a CEC computer account. Proof of enrollment may be required to open an account. The account will remain open as long as the student is enrolled in SEAS. Each account will have a unique username and password. CEC labs are generally open 24-hours per day during Fall and Spring semesters except on semester breaks, certain holidays and holiday weekends. CEC lab availability for the entire year is detailed in the CEC Lab Schedule posted at the beginning of the academic year on the CEC bulletin board outside of the CEC office (Lopata 407) and on all CEC Lab doors. Remote access to CEC may not be available outside of posted hours. CEC Labs are used for both general student use and academic classes. Specific labs may be scheduled for classes. The labs may be unavailable for general use during these classes. CEC labs may also be unavailable due to system problems. The CEC service can be described as a best-effort service. This means that the staff is committed to making every effort to fix or find workarounds to all problems that occur during business hours (9 a.m. to 5 p.m.) on weekdays. After-hour problems may not receive staff attention until the beginning of the next business day. The computing account provides the following benefits to the account holder: (1) access to CEC labs; (2) access to CEC educational and consulting services; (3) allocation of on-line disk storage space; (4) printing; (5) allocation of CPU resources. Limits may be assigned to system resources such as CPU time, on-line disk storage, and printing. Printing above the limits may result in a nominal charge. Policies CEC is for educational computing only Funded research and commercial activities of any kind are prohibited. Electronic mail, news, and conversation services provided for communication between users are intended to convey information related to engineering education. In particular, e-mail chain letters and large e-mail distribution lists not related to education are not permitted. CEC does not guarantee the availability of resources not specifically requested by course instructors for purposes of instructional computing support. Users are responsible for all activities initiated from their accounts Passwords should not be shared with anyone! Users are responsible for data CEC makes every effort to protect the integrity of user data stored on CEC computers. However, irrecoverable data losses may occur and users are expected to protect important data by regular copying to diskettes or flopticals. Users are responsible to stay informed CEC makes every effort to keep the user-community informed of system and policy changes through a variety of means including on-line login messages. It is the users' responsibility to read on-line system messages and electronic mail messages as such information may seriously impact their computing plans. Users are not entitled to unlimited resources A user must not tie up more than a single workstation or modem; operate excessive numbers of sessions; initiate multiple intensive jobs on shared computers; etc.. Large, CPU-intensive jobs should be restricted to late evening and early morning. CEC reserves the right to terminate any unattended computing activity on a CEC station or any computing job tying up excessive quantities of shared resources. Users are not entitled to execute arbitrary programs Program development on CEC computers is restricted to software that is needed for engineering education. The execution of software not provided by the CEC is permitted only when the execution of the resulting code is not detrimental or disruptive to system uptime or normal system activities. Users may not provide access to software which can be used to violate CEC rules. Permament installation of software (including games) on CEC machines without authorization is prohibited. Recreational computing is not permitted unless sufficient system resources are available and currently unused Students engaged in recreational computing shall relinquish workstations upon request. Recreational computing programs may be terminated by CEC staff without prior notification. The Director of CEC may impose further restrictions on recreational computing as needed. Users may not access other users' data without authorization Every user is entitled to the privacy of his or her data, including electronic mail messages. By controlling the access permissions on stored data, account holders can make some data available for access to other users. Additionally, CEC can set up groups and group accounts to allow users to share information in a more convenient fashion. Users are also reminded that the School of Engineering and Applied Science Statement on Student Academic Integrity (reproduced inside the front cover of the semester classroom directory) applies to the electronic medium in every relevant respect. Tampering with hardware or software is prohibited Users shall not tamper with, open, or remove CEC hardware without prior authorization from the Director of CEC. In addition, users shall not tamper with system software including unauthorized access of system accounts and modification of system software. Finally, users shall not use CEC equipment or software to tamper with or break into other computer systems on the network. CEC account auditing and monitoring CEC staff shall not monitor individual student activities nor access student files without authorization from the Director of CEC. CEC system auditing tools may be used to determine resource usage, trace data-integrity anomalies, and identify system abuse. CEC system accounting tools do not record or store user data but do record other information on user sessions and software usage. Under normal situations, all accounts are subject to the same level of auditing. Monitoring of any subset of the user community at an elevated level shall be authorized by the Director of the CEC. User Violations Depending on the degree and the potential consequences, instances of abuse of CEC policies are handled by notifying the user and one or more of the following : the Director of CEC, the Dean of the School of Engineering and Applied Science, the Graduate Board, the Undergraduate Board, and the Discipline Committee and the University Judicial Board. If necessary, such instances may result in the suspension of computing service until the matter is resolved. Users are advised that anyone who tampers with computer equipment, computer software, or computer data may be subject to civil and/or criminal penalties. See Sections 569.093 -- 569.099 of Missouri code The CEC Director has the right to limit any activity The Director of CEC has the right to limit any activity that he or she deems detrimental to the efficient operation of CEC. This includes revoking user access to CEC. Users may appeal any decision to the Dean of the School of Engineering and Applied Sciences.
