[CAPCON provides dial-up access to the Internet for libraries and
other organizations that do not have access to a dedicated node
through their own institutions. We currently have about 80
organizations subscribing. Here are excerpts (all that I was given) of
their policy. - Carl]

General statement, Key Participation Policies: K. Privacy.
"Protection of privacy, confidentiality and freedom of speech is a
paramount concern in the CAPCON CONNECT service.  This service is
offered as a telecommunications entry point onto the Internet, and
CAPCON sees its role as limited to facilitating that purpose. 
CAPCON assumes no responsibility for the content of material
transmitted or received through CAPCON CONNECT.  CAPCON reserves
the right to examine individual communications or other files
either resident on the system or stored on the off-line back-up
copy of record only (a) in response to complaints that the content
of particular communications or files is in violation of the a
federal or District of Columbia law, or (b) in obeyance of court
orders when properly and fully presented by law enforcement
representatives." 

#17, Terms and Conditions:  "CAPCON assumes no liability for, nor
shall it regulate, the content of any material sent or received
over CAPCON CONNECT or stored by subscribers on CAPCON computers. 
CAPCON shall make its reasonable best efforts to guard the privacy
of all data and other information carried over CAPCON Connect or
stored on CAPCON computers.  CAPCON does reserve the right,
however, to retrieve and read any specific data or other
information when requested by any party on the grounds that such
data or other information or its carriage or storage violates the
laws of the United States or the District of Columbia.  CAPCON
further reserves the right to purge such data or other information 
>from the system when in its judgment said data or other information
is in violation of the laws of the United States or the District of
Columbia."

# 18, Terms and Conditions:  "CAPCON will not purposely permit
access by any third party to subscriber's data or other information
sent or received over CAPCON CONNECT, or stored on CAPCON's
computers or in back-up mode, unless required to do so by a warrant
of the court with appropriate jurisdiction."
