1. AUTHORIZED USERS
a. Scope and Purpose
The following regulations provide the basis for authorization
for use of University grounds and facilities and establish
procedures for such authorized uses. The rights,
obligations, and liabilities of authorized users and of other
persons seeking to use the campus are defined below.
While on University property, persons who are not students or
employees of the University are required to adhere to the
standards of conduct applicable to members of the University
community and to abide by University policies and
regulations. The University may require student, staff, or
faculty identification for admission to events scheduled in
University facilities. The purpose of these regulations is
to facilitate the effective use and enjoyment of the
facilities of the campus as an educational institution, and
to ensure the right of free expression and advocacy. Orderly
procedures are necessary to promote use of facilities and
free expression and advocacy, in order to conserve and
protect facilities for educational use, and to minimize
potential conflict between the right of free expression and
the rights of others. Further, these regulations exist to
prevent possible interference with University functions and
responsibilities as an educational institution.
The word commercial as used in the following regulations
means any activity or event that results in a personal
financial gain to the peddler or organization provided that
contact between a peddler and a student shall not be deemed
commercial if such contact was invited by the individual
student involved.
b. Scheduling and Use of University Facilities
(1) Designated University facilities may be reserved when
the University is in session for meetings and other
noncommercial events by:
(a) Registered student organizations for events related
to the purposes of those organizations.
(b) Members of the faculty and staff for
extracurricular events related to their University
duties or activities.
(c) Organizations of University employees for events
related to the purposes of the organizations.
(d) Official alumni and similar University-related
organizations, and colleges, schools, departments,
and other units of the University for events
related to their purposes.
(2) Conditions for use of University facilities:
(a) Assurance that all University regulations, local,
state, and federal laws concerning fire and safety
regulations, necessary security, and conduct can
and will be followed.
(b) Assurances that any financial obligations arising
from the activity can and will be satisfied by the
sponsor.
(c) Precautions to assure the physical safety and
health of the participants.
(d) Coordination of timing of each event to prevent
conflict with previously scheduled activities.
(e) No person or group other than the reserving sponsor
may use the reserved space.
(f) Undergraduate registered student organizations
shall not serve alcoholic beverages at any on-
campus functions.
(g) Graduate registered student organizations may serve
alcoholic beverages at on-campus locations as
approved by the University.
c. Charges for Use of University Facilities
(1) For events at which admission is free or no donations
solicited, the University may charge, based on the cost
to the University, for:
(a) Special arrangements needed by the user of the
facility that impose identifiable costs on the
University.
(b) Identifiable increments to the University's
operating or overhead expense imposed by the use of
the facility.
(c) For events after building closing hours or on
weekends, the University also may impose costs
necessary to assure adequate protection of
University buildings and facilities.
(2) For events at which admission is charged or at (or for)
which donations are solicited, the University may charge
rental charges for its facilities as well for charges
indicated in item (1) above.
(3) Records showing the events for which charges were made
by the University and the amount and basis of the
charges will be public information.
d. Use of University Facilities by Non-University Speakers
(1) An authorized sponsor inviting a non-University person
to address or perform at a meeting or other event on the
campus must register the event at the time the facility
is reserved. At University Park, registration must
occur at least forty-eight hours before the event while
at other locations, registration is required at least
one week before the activity.
(2) In accordance with the free traditions of a university
community, audiences shall be allowed to ask questions
of speakers unless considerations of time, format, or
the like indicate otherwise.
(3) At University Park, the President or the President's
designee and at the other locations, the chief
administrative officer or his or her designee for such
matters may require that the event be chaired by a
tenured member of the teaching or administrative staff.
In such circumstances the University will assist the
organization in securing a chairperson.
(4) At University Park, the President or the President's
designee and at other locations, the chief
administrative officer or his or her designee for such
matters must approve the use of University facilities by
non-University organizations, whether or not affiliated
or acting jointly with sponsors authorized to use
University facilities.
(5) It is assumed that all events are open to those wishing
to attend unless previous publicity indicates these
events are for members only.
e. Outdoor Meetings and Other Events
(1) Students and University personnel may gather at
reasonable places and times on the campus consistent
with the orderly conduct of University affairs, the
maintenance of University property, and the free flow of
traffic and persons. Interference with the entrances to
buildings and University functions or activities,
disturbances of offices, classes, study facilities,
residence halls, or other University facilities, and
harm to property are prohibited.
(2) Spaces designated by the President or the President's
designee at University Park, or by the chief
administrative officer or his or her designee at other
locations, are available, unless previously reserved as
an open discussion location.
(3) Sound amplification equipment shall not be used on
campus unless it has been authorized in advance. The
University may arrange for sound amplification equipment
upon request at a modest fee. The use of such equipment
shall be authorized provided the use does not interfere
with University functions or activities. At University
Park, sound equipment may be used in the following time
periods, unless authorized for a greater period: Monday
through Thursday after 5:00 p.m. until 10:30 p.m.,
Friday after 5:00 p.m. until midnight, and Saturday and
Sunday after 11:00 a.m. until midnight. At other
locations, the Office of Student Programs and Services
will designate the specific permissible times for use of
amplified sound equipment.
f. Advance Reservations for Outdoor Meetings and Other Events
(1) Space in open discussion locations may be reserved for
meetings or other events by applicants authorized under
Scheduling and Use of University Facilities. Other
outdoor areas may be reserved by such users if
circumstances so require to implement the purposes of
these regulations. Sound amplification equipment must
not be used unless it has been reserved or authorized in
advance. (See section e(3) above).
(2) Reservations for particular spaces or equipment will be
made in order of application, unless considerations of
format, size, or equitable distribution of facilities
require adjustment.
(3) Reservations may be made not less than forty-eight hours
in advance of the event at University Park and not less
than one week in advance of the event at other
locations.
(4) No person or group other than the reserving sponsor may
use the reserved space.
g. Procedures for Reserving Facilities and Registering Events
(1) Faculty, staff, students, and university affiliated
organizations must contact the manager of the facility
at University Park and, at other locations, contact the
office of the chief administrative officer.
(2) Student organizations must contact the Office of Union
Programs and Operations or the Student Organization
Resource Center at University Park and, at other
locations, contact the office of the chief student
affairs administrator.
(3) Individuals and groups not affiliated with the
University must contact the Director of University
Relations at University Park and, at other locations,
contact the office of the chief administrative officer.
h. Posters, Notices, Handbills
(1) Except as permitted herein, no poster, handbill, or any
other form of announcement or statement may be placed
on, attached to, or written on any structure or natural
feature of the campus such as the sides of doors or
buildings, windows, the surface of walkways or roads,
fountains, posts, waste receptacles, trees, or stakes.
(2) Employees of the University, currently enrolled
students, and registered organizations may have
noncommercial announcements posted on the University's
general purpose bulletin boards. The names of all
employees, students, and/or registered student
organizations must be prominently displayed on all
announcements.
(3) Employees of the University, currently enrolled
students, and registered organizations may distribute
free noncommercial announcements, statements, or
materials at any outdoor area on the campus consistent
with the orderly conduct of University affairs, the
maintenance of University property, and the free flow of
traffic and persons. The names of all employees,
students, and/or registered student organizations must
be prominently displayed on all announcements. Efforts
must be made to avoid litter. Distribution by means of
accosting individuals or by hawking or shouting is
prohibited.
2. PROCEDURES FOR STUDENT ORGANIZATIONS
a. At University Park
(1) Any registered student organization wishing to sponsor
student activities that require the use of University
facilities must initiate its request with the Office of
Union Programs and Operations or with the Student
Organization Resource Center. These offices will advise
organizations of the availability of the facilities, and
determine if the group is eligible to use University
facilities. The exception to this policy pertains to
registered student organizations wishing to use the
facilities of the Kern Graduate Commons (865-3027), the
Paul Robeson Cultural Center (865-1779), and Eisenhower
Chapel (865-6548). Reservation arrangements are made
directly with the management of each facility.
(2) A registered student organization may reserve campus
facilities only through one of its officers or a
designated active member authorized to apply for such
reservations.
(3) Use of residence hall lounge areas is limited to those
groups whose programs are open to the residents of the
particular hall. Permission for use of lounge areas in
the individual residence halls must be received from the
residence hall staff on duty. Permission for the use of
the central lounges of community living areas must be
received from the area Residence Life Office.
(4) The authority for scheduling the use of the Hetzel Union
Building shall be delegated by the University to the
manager of the Hetzel Union Building. In matters
related to assigning student organization office space
in the building, the Student Union Board shall function
in an advisory capacity to the Hetzel Union Building
management.
(5) A special policy statement concerning the use of
University auditoriums may be obtained through the
Center for the Performing Arts or the Student
Organization Resource Center. After reading the policy,
if a registered student organization is interested in
reserving facilities, clearance should be obtained
through the Student Organization Resource Center.
(6) The Office of Union Programs and Operations will assist
registered student organizations with the reservation of
Hetzel Union facilities:
(i) Hetzel Union Building, 202 HUB, 865-2564 (meeting
rooms, Ballroom, Lawn, Assembly Hall, etc.) All
food service areas in the HUB, contact the manager
for HUB Food Services.
(7) The Student Organization Resource Center will contact
the following offices to assist registered student
organizations with the reservation of University
facilities:
(i) Scheduling Office, 110 Shields, 865-6571.
Academic buildings (Boucke, Willard, etc.).
(ii) Recreation areas:
Athletic fields, 863-3489
Beaver Stadium, 863-3489
Rec Hall, 863-3489
Ice-Skating Rink, 865-4102

(8) No reservation is complete until approved by the Office
of Union Programs and Operations, the Student
Organization Resource Center and/or the above offices.
These personnel may refuse to approve an application for
reservation or may cancel a previously approved
application for reservation if the conditions for use of
University facilities have been violated or are
unenforceable. Appeals of decisions may be made to the
manager of the Hetzel Union Building or through the
Student Organization Resource Center to the
administrator responsible for the facilities other than
the Hetzel Union Building.
(9) The Student Organization Resource Center (863-4624) will
contact the appropriate offices to assist registered
student organizations with the reservation of Eisenhower
Auditorium, Schwab Auditorium, and Rec Hall.
(10) Responsibilities of organizations using University
facilities: A registered student organization, its
officers, and any individual applying to reserve
facilities on behalf of the organization are responsible
for:
(i) damages to the facilities used, including any
financial loss to the University or a registered
student organization because of a temporary
closing of facilities;
(ii) the use to which the facilities are put during the
time reserved;
(iii) any violations of University regulations, state,
local, and federal laws that occur in connection
with their use of the facilities;
(iv) not permitting the reserved facility to be used by
other groups or individuals.
An officer or individual applying for the reservation is
not subject to disciplinary action for violation of
items (i-iv) above, unless he/she has planned or
participated in the violation or should have foreseen
the possibility of violation.
b. At locations other than University Park:
(1) Any student group wishing to sponsor student activities
that require the use of University facilities must
initiate its request with the Office of Student Programs
and Services, which will advise the group of the
availability of the facilities and determine if the
group is eligible to use University facilities.
(2) A registered student organization may reserve campus
facilities only through one of its officers or a
designated active member authorized to apply for such
reservations.
(3) When applicable to the campus, use of residence hall
lounge areas is limited to those groups whose programs
are open to the residents of the particular hall.
Permission for use of lounge areas in the individual
residence halls must be received from the residence hall
staff on duty. Permission for the use of the central
lounges of community living areas must be received from
the area Residence Life Office.
(4) No reservation is complete until approved by the Office
of Student Programs and Services, which may refuse to
approve an application for reservation or may cancel a
previously approved application for reservation if the
conditions for use of University facilities have been
violated or are unenforceable. Appeals of decisions may
be made through the Office of Student Programs and
Services to the chief administrative officer of the
campus.
(5) Responsibilities of organizations using University
facilities: A registered student organization, its
officers, and any authorized individual applying to
reserve facilities on behalf of the organization
responsible for:
(i) damages to the facilities used, including any
financial loss to University or a registered
student organization because of a temporary
closing of facilities;
(ii) the use to which the facilities are put during the
time reserved;
(iii) any violations of University regulations and/or
state, local, and federal laws that occur in
connection with their use of the facilities;
(iv) not permitting the reserved facility to be used by
other groups or individuals.
An officer or individual applying for the reservation is
not subject to disciplinary action for violation of
items i-iv above, unless he or she has planned or
participated in the violation or should have foreseen
the possibility of violation.
3. TABLES
The scheduling function for tables is maintained in the Office of
Union Programs and Operations and the Student Organization
Resource Center at University Park and by the Office of Student
Programs and Services at other locations. A list of authorized
table locations is available at these offices.
a. Registered student organizations may maintain a table in
locations designated by the University. The organization
must reserve the table location forty-eight hours prior to
its intended use. Reservations for spaces will be made in
order of application unless considerations of format, size,
or equitable distribution of facilities require adjustment.
Specific numbers and locations for tables are designated and
other individuals or organizations may not maintain a table
except as otherwise authorized by the University. No
organization other than the reserving organization may use
the table.
b. Tables shall be staffed at all times by currently enrolled
full-time students or currently employed members of the
University's faculty or staff. The name of the sponsoring
organization must be displayed at each table.
c. Tables may be used to exhibit or distribute free
noncommercial announcements, statements, and materials.
Distributing, soliciting, or selling by means of accosting
individuals or by hawking or shouting is prohibited. Fund-
raising activities and solicitation shall be in compliance
with those regulations. At locations other than University
Park consult the Office of the Director of Student Programs
and Services for specific procedures regarding the use of
tables.
