UNIVERSITY RULE

16.03     The State Universities Civil Service System Statute, Sections
          38 through 44, imposes certain restrictions in respect to
          political activities of or related to employees covered by this
          Statute.  Chapter 24 1/2, Section 38(s) through (v), of the
          Illinois Revised Statutes proscribes certain political activity
          on the part of any employee engaged under any public merit
          system (Chapter 127, Section 166(a), of these Statutes contain
          additional prohibitions related to subversive activities).
          Both Statutes are applicable to all nonacademic employees of
          the University.  For details concerning these prohibitions,
          employees should consult the appropriate Statutes.  Questions
          concerning prohibited activities should be referred to the
          Campus Office of Personnel Services for advice.  In summary,
          the effect of the Statutes is to prohibit an employee from:

               (a)  Soliciting or accepting a political assessment,
                    subscriptions, or contribution from any officer or
                    employee;
               
               (b)  Soliciting or accepting any contribution in cash or
                    other thing of value for political purposes at any
                    officer's or employee's work place;
               
               (c)  Taking of any personnel action or making any promise
                    or threat of action in respect to any employee
                    because of the giving or the withholding of a
                    political contribution or service; and,
               
               (d)  Participating in any political activity or meeting
                    while scheduled for work.

UNIVERSITY REGULATION

16.031    The Campus Director of Personnel Services or his/her designee
          will be available to discuss and advise any employee with
          regard to political activities and their impact on University
          employment practices.  The Director of Employment and
          Affirmative Action will be available to discuss with and advise
          employees assigned to a department within Central
          Administration.

UNIVERSITY RULE

16.07     Employees are encouraged to exercise their rights and
          obligations as citizens and to participate in political
          activities, except those which are prohibited by law or
          conflict with their University duties.
