points of interest: 1.The charges must be specified in detail. 2.The
accused student can ask for an open hearing (but the board can
close it anyway). 3. The findings must be specified in detail.

- This is part of the Pennsylvania State University

and Safety Concerns/Intolerance'. It is available via gopher from
info.psu.edu. Some points of interest: 1. Says that although the
University hates intolerance, "members of its community have a right
to hold and express their views, even when these views are contrary
to University values and objectives. The University cannot impose
disciplinary sanctions on those who express their views when these
persons have not violated University regulations as long as these
comments are not directed at a specific individual and do not incite
violence." 2. But, also says "If you see materials that you and/or
others may view as offensive ... you may file a report at the Campus
Life Assistance Center .." 3. Also says, punishment can be increased
if a prohibited action is hate motivated. This might not be

Process'. It is available via gopher from info.psu.edu. Some
points of interest: 1. Forbids institutional censorship. 2. Says a
member of the University community has a "right to identify
oneself as a member of the University community and a concurrent
obligation not to speak or act on behalf of the institution without
authorization". 3. Says a member of the University community has a
right "to privacy in offices, laboratories, and residence hall
rooms, and in the keeping of personal papers, confidential records,
and effects, subject only to the general law and University
regulations".

interest: 1. One of the later sanctions mention is "Loss of
privilege is the withdrawal of a privilege, use of a service, or
participation in an activity for a specific period of time
consistent with the offense committed and the rehabilitation of the
student." This could probably include a computer suspension. 2.
Summary campus suspensions are only allowed "when a University
official designated by the President has reasonable cause to believe
the student is an immediate threat to the safety of
himself/herself or other persons or property or is an immediate
threat to disrupt essential operations of the University."
