              BEWARE OF THE DEADLY D's

        DENY
        DELAY
        DIVIDE
        DISCREDIT
        DESTROY


Bureaucrats the world over respond to public pressure by first DENYING
that the problem exists. That often causes much public pressure to
dissipate, and sometimes to cease. 

If public pressure continues, then they adopt DELAYING tactics: creation
of "expert panels" to "study" the matter (and similar maneuvers) giving
the government time to identify all the players in the game in order to
see:  who they can sway, who is in the middle, and who the hardliners are. 

During these DELAYING TACTICS they PRETEND to be addressing the problem,
while in reality their "expert panels" were really created to support
their preconceived agenda. 

They begin to implement DIVIDE AND CONQUER TACTICS in order to pit groups
against each other (astroturf vs real grass roots), and then move to
DISCREDIT the hardliners, and finally, do DESTROY or DISBAND the pressure
group that is causing them problems.
