The House bill approved last week requires each state to set up an automated registry of child support data and establish a central unit to collect and disburse payments. States would also have to set up directories to track new hires, with employers required to furnish the W-4 form for each worker within 20 days of hiring. States would use the data to establish paternity and enforce child support orders. The Senate was to vote Tuesday on its version of the politically popular legislation. Clinton, who promised to restructure the much criticized U.S. system of aid to the poor in his 1992 campaign for the presidency, indicated that he expected to sign the welfare reform plan that finally reaches his desk. [...] Clinton has already taken action to increase collection of child support with a June 18 executive order setting up a computer database to track fathers or mothers behind on their payments as they move from job to job.
