Timothy Johnson (D-SD) has now introduced H.R.1004, a bill identical to S.314, the Communications Decency Act of 1995, introduced last month by Sen. James Exon (D-NE). Desire to enact these bills is increasing and they may even be moved as part of this year's Crime bill if Telecommunications Deregulation legislation appears to be moving too slowly. EMA continues to encourage all our members to contact their Senators and Representatives to express your concerns and urge hearings before action. While we wholeheartedly share the sponsors' concerns about electronic stalking, harassment and pornography, EMA feels that any legislation needs to focus on the initiator and not include transmitters of these messages, such as business owners of office LANs. In its current form, the bill would essentially force businesses and networks to either monitor the content of all messages or virtually shut down all electronic communications. BUSINESS COMMUNITY SEEKING SOLUTIONS TO EXON/JOHNSON The primary item for discussion at EMA's March 10th Government Affairs Committee meeting in Washington will be finding a solution to the Exon/Johnson bills (S.314, H.R.1004) that the business community can support. The meeting is open to participation by representative of all EMA members.
