According to the January 26, 1994 Chronicle of Higher Education:
"Walter Harrison, vice-president for university relations, says
Michigan's lawyers also believe that the institution is barred
under the federal Electronic Communications Privacy Act from
reading electronic mail ..."
But ...
The University asserted that the ECPA meant that they could ignore
state Freedom of Information Act requests for the business-related
email of University administrators. The April 27, 1994 Chronicle of
Higher Education reports that they changed their mind on this
second point and released the requested messages.
